INTRODUCTORY NOTE

Angola is a democratic state governed by the Constitution of the Republic of Angola (CRA-2010) and its subsequent revision under Law No. 18/21 of August 16 (Constitutional Revision). As a multi-party, politically and socially stable constitutional demo- cracy, Angola is a peaceful country that honors its legal com- mitments and obligations.

The political system is characterized by a constitutional state with a focus on the supremacy of the constitution, respect for and observance of the rule of law, protection and respect for private property, as well as the separation of powers between the executive, judiciary and legislature.

The Angolan economy is a market economy, based on fair and open competition, with the Angolan state playing the role of regulator of the economy and coordinator of harmo- nious national economic development, under the terms of the constitution and the law.

ENVIRONMENTAL ASPECTS

In the area under promotion, there are no environmental liabilities that would prevent the development of the project and the entire environmental licensing process is based on the Basic Environmental Law (Law No. 5/98, of June 19) and the Environmen- tal Conservation Areas Law (Law No. 12/21, of May 7), with the full support of the Ministry of Mineral Resources, Petroleum and Gas and the National Mineral Resources Agency.
